Dr. Guillermo Paniagua, P.E. is a registered Professional Engineer with
over 35 years of experience in soil and rock mechanics modeling for
dynamic loads. Dr. Paniagua is an expert in soil and rock structural
interaction having performed finite element analysis of concrete and
steel structures that interact with soil and rock to analyze how the
entire system will perform under both static and dynamic loading. He
has recently modeled stress fields for a concrete lined tunnel, tieback
anchor interaction, combination cantilever H-pile, and mechanically
stabilized earth support structure and shotcrete lining of tunnels. He
modeled the integrity of the Norton Mine in Ohio for static and high
pressure air loads, and prepared conceptual shaft plug designs.

PROFESSIONAL SUMMARY
Dr. Paniagua is a soil - structure interaction expert. He personally
performs finite element analysis of concrete and steel structures that
interact with soil and rock to analyze how the entire system will
perform under both static and dynamic loading. Types of finite element
projects have been concrete tunnel and tieback anchor interaction,
combination cantilever H-pile and Mechanically stabilized earth support
structure and shotcrete lining of tunnels.
Dr. Paniagua has been a Professor of Soil Mechanics and Foundation
Engineering at the University of Puerto Rico, Mayaguez, and the
Universidad Central del Este in the Dominican Republic. He has been the
Director of Community Development Programs, General Manger of the
National Electrical Utility Company and Presidential Advisor for Energy
Development Projects, all in the Dominican Republic.
Dr. Paniagua has been a consultant for thirteen large dam projects in
the Dominican Republic and one in Puerto Rico, principally in the areas
of borrow excavations, geophysical and geotechnical investigations,
embankment fill design and construction, tunnel design and
construction, and instrumentation design and installation. He has been
a consulting engineer for aqueduct and sewer projects, highways,
bridges, high-rise building foundations, deep excavations, dewatering
systems, analysis and design of large cuts in residual soils, and
feasibility studies and design of electrical power plant installations,
transmission and distribution power-lines.

Tunnel #4 near Elko, NV. Moving concrete liner was stabilized by
tieback anchors.

side-slope cuts for the installation of the main transmission pipes.
Valdesia-Santo Domingo Aqueduct, Dominican Republic.Responsible for
studies, design, specifications and construction supervision of the
excavation of the 1700-meter-long, 3.1-meter-diameter pressure tunnel
and three river crossing structures for the 1.7-meter-diameter main
aqueduct pipe. Design of all major excavation cuts along the 40 km
route of the main aqueduct pipe Design of a soil-nail and micro-pile
system for the stabilization of the tunnel portals in coluvial talus
deposits, and gabion walls and stabilization procedures for high-cut
slopes in calcareous soils at the Noriega Treatment plant. Design of
the contact and consolidation grounting and the penstock and reinforced
concrete lining of the tunnel. Foundation design of a pumping station
structure in the Lopes Reservoir. Cibao Central Aqueduct, Dominican
Republic.
- Studies and foundation design for the Haina River diversion dike
and pumping station at Manoguayabo, Dominican Republic. Design of the
river diversion channel and cofferdams.
- Design of a sheetpile double-walled cofferdams for the crossing
of the Manoguayabo-Santo Domingo main aqueduct pipe under the Haina
River. Design of the sheetpile scour protection wall and all the
specifications and procedures for construction.

tunnel alignments and dam sites for a rockfilled dam for the Joca River
